An Agenda for Lawrence

Obviously we aren't going to wait for a debate to talk about an agenda- Please consider the following:

 Revamp our emergency contingency plans.
 1. Learn what does work and what doesn’t work from the past two hurricanes.
 2. We cannot only blame other agencies. The village itself fell short

 The village needs to embrace technology.
 1. Many transactions can and should be done on line. Pay parking tickets, apply for permits, submit documents
2. The village web site is stale and outdated
3. The Village needs to use social media to communicate with the residents.
 4. As mandated by the board but still not implemented by the administration- we should make all materials for the meetings available to the public on line

 The village’s muni meter and parking meter system is antiquated
1. Allow payment for parking using mobile phones
2. Remove confusing regulations like meters running from midnight to 8pm
3. Allow free parking in village lots on weekends to benefit our merchants and allow them to compete with Cedarhurst

 Village finances must be stabilized and deficits eliminated
 1. The village should have reduced taxes over the past couple years. There was/ is no justification to hold so much taxpayer money in the bank
 2. The village has spent through approximately $8mm in fund balances over the past couple years
3. We must have true balanced budgets as the cushion we have used has diminished
4. The LYCC finances must be stabilized. The taxpayers of the Village cannot continue to subsidizer operations at the club that had long been self sustaining

 Village building codes need to be updated
 1. 97% of applications require a variance- this costs time, money, and taxes village resources
2. More emphasis needs to be placed on surface coverage ad drainage and flooding continues to be an issue
3. Most of our regulations have not been updated for many decades
