A Queens woman was charged after allegedly giving an illegal massage to an undercover cop in Cedarhurst, according to Nassau County Police.

Cops said Liu Hong, 52, of Flushing, was busted for giving an unlicensed massage to an undercover officer at MG Spa in Cedarhurst. She was charged at 3:20 p.m. Thursday, cops said.

Hong is charged with unauthorized practice of a crime and was arraigned Saturday at First District Court in Hempstead.

"Hong is charged with unauthorized practice of a crime...." Help me understand this. If what she was doing was of a criminal nature, i.e. "a crime" then isn't the modifier, "unauthorized" redundant? Can a person obtain authorization to commit a crime, like criminal massage-giving? If she had a license to perform massages, then the massage she gave the cop may not have been a criminal one, but the Swedish kind, instead?
